Support for custom validation rules

Although ASSURE allows system administrators to define custom validation rules for any worksheet, there is currently only limited support for such rules, and only for Licence and Enquiry worksheets.

All the fields relate to persons, but some fields may not be present on all person-related tabs; rules based on absent fields are simply ignored.

In addition, only the Age field can currently be used in validation rules that prevent the submission of Licence applications based on the age of the licence holder.
